Anyone experienced this light bug in 1.14?

I've got this bug on a vanilla Minecraft server. Basically random patches of light stay dark when it gets night and act as if there is no light source, mobs do spawn.

I can pick up the torches and replace them down to fix it but then eventually it happens again. Anyone else experienced this?

Is Minecraft really working on a fix? Some people are saying it's 1.14 issue and that we should wait for 1.14.1 update.

Would it help if I try to run Spigot or Craftbukkit instead? I've heard they've fixed some of the bugs that Minecraft won't fix.
